Semcac is the designated Community Action Agency for seven counties in southeastern Minnesota- Steele, Dodge, Freeborn, Mower, Fillmore, Houston, and Winona. Since 1966, Semcac has mobilized and targeted resources to change the lives of low-income and vulnerable individuals and families.
Semcac offers the folowing programs:
Energy Assistance Program: Low-income households may receive financial assitance to help cover a portion of their heeting expenses. Crisis assistance and heating-related emergency repairs are also available.
Weatherization: Low-income homeowners and renters are provided an engery audit and conservation measures to help lower heating consumption and expenses.
Head Start: An equal opportunity, family-focused pre-school program, Head start is committed to enriching childern ages 3-5 years and empowering their families.
Homeless Prevention and Assistance: Programs may be available to help households maintain their housing or to help homeless households obtain housing.
Volunteer Driver Program: Volunteer drivers provide transportation for persons age 60 and over and clients of the county department of human services. Rides for medical appointments are the priority.

Rehab Loan Program for Homeowners: No or low-interest loans may be available for housing rehab projects.

Meals on Wheels: Noon meals are delivered to homebound seniors. There is no income eligibility.
